Ozone is _present_ mostly in the upper parts of the stratosphere, but it's actually mainly _formed_ still higher, in the mesosphere and lower thermosphere. However ozone at these altitude is more rapidly destroyed by solar UV radiation, while ozone in the stratosphere is more protected against solar UV and therefore will survive longer. This is why the largest amounts of ozone are found at lower altitudes than where the ozone production is fastest.
