We have several examples of phenomena like that in Finland. When   the wheather is rather clear, the light beams are not visible and   you can see only the projected light spot on the cloud layer. It   is of course normally elliptical, if the beam is not perpendicular   to the cloud layer.

Another more interesting phenomenon happen, when there is only   thin fog or cloud layer. This is totally or almost invisible,   but you can see still to spot on the layer. This have caused many   UFO reports and people hardly believe that the spot is caused by   a light beam. By moving light source you can make very fast   motions of the spot.
