The current lore on phase functions for atmosphereless bodies now
includes substiantial effects from coherent backscattering. Lots of
literature on this subject. I suggest you do searches by authors such
as Bruce Hapke and Karri Muinonen, who have (separately) been modelling
asteroids and icy planets/moons. Their stuff appears in JGR, Icarus,
and other planetary/geophysics journals.
